Answer: 28 MM tall X threads are 14MM across. -

How deep does the 1/4 hex go?
Answer: About an inch. -

Are these compatible with the loop loc anchors? I just need to replace the bolt.
Answer: Yes, I did the same. The existing Screw Bolt broke off. Fortunately enough was left that I could just unscrewed it and replace with the new Screw Bolt. -

Answer: Not sure, but I replaced mine and it fit perfectly. I get the feeling there is a common thread size. Worth a try for a few dollars. -

Does it include the rubber ring to hold it on to the cover grommet?
Answer: No it didn't. But, the flanged top acts as a 'ring.' This was the same as what was supplied by the pool cover manufacturer/installer. -
